Task Force Members

The Pennsylvania Election Reform Task Force consists of 13 members from various constituencies affected by or knowledgeable about Pennsylvania's election processes:

The Secretary of the Commonwealth - Chair of the Task Force

Four (4) members appointed by Governor Edward G. Rendell

Four (4) private citizens appointed by the following legislative caucus leaders:

  • President Pro Tempore of the Senate
  • The Minority Leader of the Senate
  • The Speaker of the House of Representatives
  • The Minority Leader of the House of Representatives

Three (3) Commissioners, Election Officials, or private citizens appointed by the County Commissioners Association of Pennsylvania

One (1) member appointed by the League of Women Voters

  • Robert L. Byer, Attorney with Kirkpatrick & Lockhart Nicholson Graham LLP, former Judge of the Court of Judicial Discipline of the Commonwealth of Pennsylvania, former Judge of the Pennsylvania Commonwealth Court; appointed by President Pro Tempore Robert C. Jubelirer.
  • Gene DiGirolamo, Representative for 18th District, Pennsylvania House of Representatives; appointed by Speaker of the House John M. Perzel.
  • Lesa Gelb, Attorney with Cefalo & Associates; gubernatorial appointment.
  • Donna Gority, County Commissioner, Blair County; appointed by CCAP.
  • Douglas E. Hill, Executive Director, County Commissioners Association of Pennsylvania; appointed by CCAP.
  • Barry Kauffman, Executive Director, Common Cause of Pennsylvania; gubernatorial appointment.
  • William H. Lamb, Attorney with Lamb McErlane PC, Judge of the Court of Judicial Discipline of the Commonwealth of Pennsylvania, former Justice of the Pennsylvania Supreme Court; gubernatorial appointment.
  • Lora Lavin, Government Specialist Representative; appointed by League of Women Voters of Pennsylvania.
  • Robert Lee Jr., Voter Registration Administrator, Philadelphia County; appointed by House Minority Leader H. William DeWeese.
  • Joseph R. Passarella, Director of Voter Services, Montgomery County; appointed by CCAP.
  • Daniel Shea, Director, Center for Political Participation and Associate Professor of Political Science, Allegheny College; gubernatorial appointment.
