Thomas J. Weaver
Executive Deputy Secretary

{Deputy Secretary for Administration} Thomas J. Weaver was appointed Executive Deputy Secretary on July 21, 2008.

Executive Deputy Secretary Weaver manages the internal operations of the Department. He assists the Secretary in establishing Departmental goals and objectives, and in formulating policies and procedures. He is the liaison to the Governor's Office on major Departmental activities and projects. With the exception of constitutional duties the Secretary must personally perform, Executive Deputy Secretary Weaver is also vested with the authority to exercise all powers and fulfill responsibilities imposed by law upon the Secretary of the Commonwealth.

Previously, he served as the Department's Deputy Secretary for Administration from April 2, 2007, to July 20, 2008.

Executive Deputy Secretary Weaver also was an Adams County Commissioner for more than 15 years, including 10 as Chairman of the Board of Commissioners. As Chairman of the Board, he was Adams County's chief administrative officer providing oversight to 40 county departments including, elections, human services, public safety and emergency preparedness. Before his tenure as Commissioner, Executive Deputy Secretary Weaver served 10 years as Mayor of McSherrystown Borough, Adams County, and three years as Borough Councilman.

Executive Deputy Secretary Weaver is recognized for beginning his public service career at age 19, when he was elected to Borough Council. At age 22, he was elected as one of Pennsylvania's youngest Mayors. At age 32, he was elected the youngest County Commissioner in Adams County's 207-year history.

Executive Deputy Secretary Weaver has 25 years of public service experience as a County Commissioner, Mayor and Borough Councilman. He holds an Associate Degree in Political Science and a Bachelors Degree in Public Administration from York College of Pennsylvania and a Masters Degree in Public Administration from Shippensburg University. Upon earning his MPA, he returned to York College as an adjunct faculty member teaching government courses.

Executive Deputy Secretary Weaver continues to live in Adams County with his wife, Marla.
